Hi Elaine,
If you have the scripts its an easy job to copy and paste the text into the CC machine of YouTube. That's what we did for our recent Mindfulness videos <https://www.youtube.com/watch?v=FZ_vJ1_Oomw>. Of course if you are using a different video hosting service then that may differ, but its rare that you would use alternative software to actually add the subtitles as you would effectively end up with two versions of each video that would have to be hosted separately.
Other than that any transcription service can provide you with what you need to load it up yourself.

In the past I have used Subtitle Workshop to add or modify subtitles to videos. It is a freeware and available there: http://subworkshop.sourceforge.net/
