I agree. This makes me think of something related that we did which I'll mention, for what it's worth. We felt the need for a kind of checklist of qualities of different repositories in the process of advising some local research groups on their various repository options.
We developed a (Word) template with a much more granular set of characteristics (a few dozen) that RDM consulting staff can fill out in the process of advising users who requested a deeper understanding of the differences among their repository options. It addresses similar issues to the DCC ones but at a more fine level (e.g., metadata standard used, deposit limits, quality reviews, services for confidential data, terms of deposit and use, particular preservation services, etc.). It is structured to compare particular repository options for the researchers' type of data (comparing across the different types that the DCC guide mentions: domain, general-purpose, institutional, etc.). Given the level of detail, it's time intensive for staff to fill out (I guess you could call it more of a boutique service), but users have found it very helpful.
We'd be happy to share for others to repurpose if anyone is interested.
