It might be worth checking out WanderAnywhere http://wanderanywhere.com/ - it's a project that's based at the University of Nottingham who are developing creative visiting stuff. I'm not sure if its 100% what you are looking for but it may well be worth an Email to Ben Bedwell about it.

Subject: ready-made guided walk 'apps'?
Hello,
Has anybody used a ready-made 'create a guided walk' app for a site? Or an online guided walks database?
I'm working on a project we're looking to put our walks into a pre-existing 'walk app builder' or a database to share with visitors and also allow on-going walk-generation by groups of volunteers.
We do not want our own bespoke app built because we want to build a growing selection of different walks over the next few years (and we have very little money).
Also, the walks will have to be downloadable as the routes themselves are likely to take people away from 3g signal range.
There are many services out there but if anybody has used one could you please let me know how it went before we spend any money.
