This looks like a typo to me - for most changes to the main configuration file, blackboard\config\bb-config.properties, to take effect you will need to run \blackboard\tools\admin\PushConfigUpdates,.bat/sh (depending if you're a Windows or Linux shop). This command stops the services in the correct order, refreshes all settings in the bb-config.properties, and starts the services up again in the correct order. Expect it to take a while to complete - it wouldn't be unrealistic for the services to take five minutes to stop, another few minutes for the script to run, and then five minutes for the services to start, plus perhaps 15-20 minutes afterwards for everything to be loaded back into the JVM.
I'm not sure about the blackboard\apps\bbcms\config\bbcms-install.properties file - there may be a different command to run to refresh this one.

On Blackboard release 6.x, the Blackboard Content System was a separate product, and its configuration management was not integrated with that of the Learning/Community System.
It used a separate tool for pushing out configuration changes, apps/bbcms/bin/push-cs-config-update.(sh|bat), which in turn invoked the regular PushConfigUpdates tool twice, once before and once after pushing out the Content System changes.
