A similar thing occurs with the NHS where the financial year runs from 1st April to 31st March. I currently have electronic journal subscriptions that start at various different times over the year.
To date finance have just accrued for these and carried the appropriate funds over from one year to the next. From the point of view of the suppliers, I think that the aligning of electronic subscriptions would not be an issue, as long as you pay for 12+ months at once to bring the start date round to September or October. I would think they would be fairly unhappy for you to try to pay a shortened period in order to align the dates.
One of our suppliers has offered to quote an additional fee for us to align our electronic subs with the calendar year but, so far, I've declined.
For print journals I think publishers would normally expect for them to run January to December, which doesn't align with either the academic or NHS financial year.
I don't think that the start date of electronic journals is as critical for the publishers as the print subscriptions so if your accountant prefers this, I'd negotiate with the suppliers.

Hi all,
I'm sure this has probably been done to death (although currently my information retrieval skills appear to be failing me and I can't see anything much in the archives of this list) but I'm in the process of preparing a paper to explain issues/processes of procuring electronic resources for our accountant, and he has asked for specific information about dates. I know his next question will be why are the start of most of our subscription dates are what they are, i.e. not aligned with the academic year.
We did draft a letter to some of our suppliers a while back asking them to consider aligning subscriptions, but I can't recall what happened beyond that!
Has anyone managed to align their subscription dates to their financial year, and if so, has it had any sort of impact on management of resources and/or relationships with finance departments?
Any insights would be very much appreciated!
