I believe that much of the Punch digital archive is now available via Gale Cengage Learning and I am sure that they would know who owns the copyright. As I understand it the digital archive is up to 1992 and I believe they are working with Liverpool John Moores University regarding transcription. Whilst this may not be exactly the right answer it might give you some more leads
