Another option might be Discourse (https://www.discourse.org) which is a cross between a discussion list and a forum - easy to host on a platform, but with the possibility of replying to messages by email.
It’s a bit tricky to switch to if you’re already a community which uses a traditional email list, but if you’re building a group up from scratch it’s really good - open source and with a very good support service.

erm, most shared host providers will let you set up a discussion list using mailman. I think it’s part of cPanel...
