I bumped into this problem as well - reinstalling XQuartz only created the link at /usr/X11 but not /usr/X11R6. As an alternative to the solution below, changing the library paths in fslview also worked for me as a quick fix:
sudo install_name_tool -change /usr/X11R6/lib/libSM.6.dylib /usr/X11/lib/libSM.6.dylib /opt/fsl/bin/fslview.app/Contents/MacOS/fslview
sudo install_name_tool -change /usr/X11R6/lib/libICE.6.dylib /usr/X11/lib/libICE.6.dylib /opt/fsl/bin/fslview.app/Contents/MacOS/fslview
sudo install_name_tool -change /usr/X11R6/lib/libX11.6.dylib /usr/X11/lib/libX11.6.dylib /opt/fsl/bin/fslview.app/Contents/MacOS/fslview
sudo install_name_tool -change /usr/X11R6/lib/libXext.6.dylib /usr/X11/lib/libXext.6.dylib /opt/fsl/bin/fslview.app/Contents/MacOS/fslview
A potential advantage is that this doesn’t require disabling SIP/rootless.
