I have some comments about the filtering discussion in the dynamic TR
design document Margaret sent out yesterday.
I ended up referring back to some older discussions we had from
September of 2012 and January of 2013.
I thought it was unlikely that people would remember those discussions
off the top of their head, so I am forwarding at least the messages I
referred to here.

Things have changed somewhat since then; as you can see the terminology
is very different.
In parsing the following:

* COR really means APC

* All the discussions of TPQ are really these days about the temporary
  identity protocol.  Yes, that does mean you see some of the sentences
  talking about TPQ and TID; we thought they were different but margaret
  managed to collapse them together.

Many other things have moved on since these discussions to, but I think
there are some parts of this that are still worth considering.
