Ah, Some assumptions I didn't explicitly write down:
* There are a very small number of APCs in the world
* It is reasonable for each trust router to know the APCs it deals with
* Part of a peering is a set of APCs that the trust routers follow the
rules for. I've been resisting this--claiming you handle things like
that in filtering, etc. And perhaps we implement it by filtering.
However, APC rules may impact what credentials you can use for the
peering, what validation you need to do for peer authorization, etc.
So, it really is a property of a peering relationship and there's no
way to escape that.
