With LoginAs we've made it only available to custom institution role, we then took the link from the 'Admin tab --> Tools and Utilities --> LoginAs another User' and put that behind a module on Home tab which is only visible to users who are given the custom role. This allowed us to provide access to LoginAs without giving access to the Sys admin tab: http://screencast.com/t/eiFwiawgzE
I've just looked at the 'Support Tools', I never even knew that was there! Looks very useful. :) Knowing this I don't think we'd need Impersonate anymore.

Thanks for the insight into how your institutions uses the LoginAs versus Impersonate building blocks. If you are running Blackboard content and community do you not use the LoginAs feature within Admin tab-Tools and Utilities-Support Tools? It sounds like the LoginAs building block has additional functionality.
