I'm not sure it's true that ISDF encourages a localised approach. I would say it's agnostic about how you construct the authorised form of the name. The examples are really just examples of how some archives had done it. They're not prescriptive.
I agree that it would be very useful to allow for a more generic function name, which would enable aggregators such as the Archives Hub to draw similar functions together. In fact, the ICA's Experts Group on Archival Description (EGAD), which is currently working on the creation of a conceptual model for archival description, is considering having an entity for a high level function. This high level function would sit at a level above functions in specific contexts, such as the Trinity College example, and act as a way of drawing them together. EGAD is also envisaging that this high level function would be created using a controlled vocabulary such as AGIFT.
Like you, I would be very interested to hear if anyone is creating controlled terms for functions and which controlled vocabulary they are using. It would certainly help inform EGAD's work.

Hi there,
Is anyone out there adding controlled terms for function to their descriptions? If you are, do you use a thesaurus? I know about the Australian AGIFT thesaurus and the AAT also provides functions, but are there any others?
ISDF seems to specifically encourage a rather localised approach, as the ‘authorised form of name’ is given as something like ‘Student registration, Trinity College, Glasgow’ rather than ‘Student registration’, so that rather scuppers the idea of drawing archives together by function.
