Another factor to consider is that your database selection (MEDLINE/PubMed) is still primarily medical in the healthcare spectrum -- research from the nursing and allied health professions aren't represented as well as they could be. While MEDLINE/PubMed is more inclusive than it was a decade ago, you would turn to the Cumulative Index to Nursing & Allied Health (CINAHL) to find RCTs covering those professional areas for a comprehensive view.

Proportion of what? Of all initiated or all completed RCTs? That makes huge differences because it is
moving the denominator into different orders of magnitude. Remember that 50% of all trials are not published.
It is certainly far less than 80 - 90 %.
