Hi Linda

At first sight there appears to be too small a budget for a web developer
to make a meaningful stab at this and too short a time-frame in which to
ponder the alternatives.

The suggestions made by the others are sound, use free stuff wherever
possible: Wikimedia, YouTube, perhaps a Wordpress website. Save your small
budget for when you run into a problem you can't solve by any other means.

If there is some dosh left at the end then use it to add the things you
have forgotten, to respond to changes in web-world between now and then, or
just to make the site look a bit nicer.

Also, I need to ask: what is meant in this context by 'multi-layered'
content?
