I think the ICO decision shows an appreciation that there is a world of difference between objector names being part of the public record - which anyone can view by appointment at the local planning authority - and being published to the World at large.
The former can be thought of as necessary for the proper operation of planning rules and regulations, which tend to be fairly localised in their impacts (tidal barrages, reservoirs, main roads and other infrastructure works notwithstanding). The latter, however, would expose personal data to worldwide use and possible abuse and would be excessive by reference to the reason that data was collected in the first place.
