It's past time we just deprecated the whole thing formally as well as practically. Jobs use pilot frameworks, management use the quarterly reports, the whole gstat/rebus/bdii thing needs to just go away. It hasn't worked properly basically forever because it's trying to do a fundamentally bad thing in trying to describe everything about the internal implementation details of a site rather than maintaining a degree of abstraction. We need to scale back the use of the BDII to the practical nuts and bolts that it's actually good for (e.g. "I am a CE, my service endpoint is here, I support these VOs") and stop trying to pretend that it's useful for things that it already isn't.
