NetIndex is quite useful - uses SpeedTest.net and has a nice set of
maps: http://explorer.netindex.com/maps
Presumably though, you'll put video on YouTube or Vimeo and let their
CDN's do all the hard lifting for mobile / speed / latency / etc...?
