*Why does presumed liability matter?
Presumed liability - the term strict liability is also used but, as Derek will explain, there are differences - establishes the principle that, where a collision takes place between a motorist and a cyclist or pedestrian, the motorist is presumed liable for injury, damage or loss, unless they can prove otherwise.
The supporters of presumed liability think that it could make a big difference to the safety of vulnerable road users. But there's plenty we don't yet know and that's why we've asked Derek to talk to us.
