I would agree that figshare or one of the social media sites such as Researchgate could be used here.
However, I'd also query why an institutional repository shouldn't hold Masters theses. We make Masters by Research theses available, and have had some requests from students like this to add their Masters. We are currently sticking to the research-based ones only, primarily related to workload of managing all others, but if a student is wanting to make their thesis available, what are the reasons why we wouldn't (University policies, etc., to one side)?
