We've exchanged a few e-mails following an exchange at a presentation on rail crash investigation where it made some serious criticism of the performance of road authorities in this respect under section 39 RTA 1988.

Subject: Effectiveness of cyclist lights and high visibility in urban setting
Query: Is there definitive research indicating how effective both lights and/or high vis are? Have seen Uni of Bath report on high vis/passing distance but anyone seen any credible research? Ideally I'm interested in urban setting/flashing vs non-flashing lights and the lumens/light level effect.
