Thanks (as ever) Stephen, that explains very much why I couldn't get it to work. Hadn't thought about updating the database to match a new link - I'll give it a whirl!

The deletion of the link in Blackboard will also have deleted the
information about which LTI tool the link was connected to and any
configuration settings specific to that link. Hence, just trying to
pretend a launch is coming from a different content item via the
content-id parameter will not work, as you found.
The only way I can think of trying to re-establish the connection is to
create a new link in Blackboard (but do NOT launch it) and then take the
new content item ID and update the record in the module table for the
old link with this new ID. For example, if the course has an ID of
"_37170_1" and the old link had an ID of "_1283106_1", then you should
find a record in the module table with a value in the module_code field
of "_37170_1_1283106_1". If the new link has an ID of "_99999_1", the
replace the module_code field with a value of "_37170_1_99999_1" and you
should find that launches from the new link will pick up the settings
for the old ID.
