Hi Satu,
I believe that R4 states that it should include all zero usage, although
this has been inconsistently applied: "Journals for which the number of
full-text article requests is zero in every month should be included
in Journal Report 1" (4.1.1, note). Also, you would not see OA
titles/usage etc. if R4 only reported subscribed titles.
