There is a version that will stay in place whilst you move between web
pages which is the one where you embed the code within your website and
this should work with Moodle.

Have you tried the Moodle Accessibility block which also has ATbar?

We are updating the toolbar at the moment and hope to solve some of the
issues that using a bookmark or favorite causes - the main one being a
lack of persistence between websites and web pages - Google Chrome
extensions can help if you use that browser

lock out a bookmark addon
