I have been advised by someone in the Environment Agency that (in this context) "archiving a document does not change its status unless it has been formally withdrawn or superseded by something else which is then accessible via .Gov.UK or on other sites."
If you follow the links on the original post, you will also see that the NPPF document referred to for archiving is not the NPPF itself, but an Environment Agency document about the NPPF.

Subject: Re: Defra Reforming Development - consultation inc con land guidance documents
All - at the risk of sounding daft, is there any significant consequence for published guidance being "archived"? Archiving doesn't mean withdrawal so old stuff is just put on the back shelf where it can be got down and dusted off if necessary, or am I missing the point?
Cheers
Clive
