A module must always exist before an admin can access an LTI source or
the default area. I'm not sure why you would want to select the source
if it has no modules anyway - am I missing something here?
Having created an LTI source, just use the credentials to launch from
your tool consumer (e.g. VLE) and a module will be created
automatically. You cannot associate an existing module with an LTI
source - modules are created based on the data passed on an LTI launch
from a tool consumer.
