Yes, that technet article relies on ECP (which, given the known caveats,
works really well).
The functionality in the blog post Andy refers to originally ("Passive"
SAML authentication -- letting the client do it rather than getting some
back-channel server-server chat going) hasn't yet come to pass. The blog
post says:
"The update to the Office 2013 client applications is expected to be
released later in 2014"

Not yet, although ECP wasn't too hard to get going and, I suspect, will
still be required for ActiveSync, IMAP etc.
