The browser may be forced into running in compatability mode due to a local policy.
Change the mode to IE11, if possible. I think the button is somewhere at the top of the browser.
I have seen this with Web of Science, too.

Hi,
Just wondered if anyone else was seeing the text below when trying to access Scopus? We see this no matter which route we attempt to access it by and are running IE11!
