Hi Peter,
From recent discussion with digital agencies, I've found that many of the
good ones don't really look at tender sites or ads, because they are used
to people coming to them with projects on the strength of their work. I
would suggest getting recommendations from people for agencies who might
fit the bill and then getting in contact and directly sending them the ITT
or pointing them at it. Would be interesting to hear other's experiences on
this though.
