Let me throw an additional constraint in there.

If we're going to use the Fedora packaging, my plan is to adopt as few
of their patches as possible.
Keeping rpm patches refreshed is very labor intensive.  My assumption is
that we want to be as close to upstream Freeradius as possible.

So, I'm happy to take the Fedora spec files as a basis, but I would plan
to throw away any patch unless there was a really strong need for it.

Does that affect the FR upstream packaging vs Fedora tradeoff for you?
