EMAN2 has a Python module which will parse Star files into a dictionary. In theory it will eventually support writing Star files as well, but nobody has bothered with that yet. It's used by EMAN2's e2reliontoeman.py project converter, which acts as an example. It may not be sufficiently general to handle all Star file abstractions, but it was written to deal with Relion, so it should work for that
