You could presumably use a spacetoken to reserve some space just for adjustments
or new additions. Then you only have to resize two tokens to make adjustments.
Not that that's a perfect solution, since you're always reserving space for
no-one that way (as you're back to resizing multiple tokens to make changes if
it runs out). Although arguably it can be a good idea to have reserve space anyway.
Quotas would still be better though.
