Hi Dawn
My experiences are similar to Karens.
In our department we adopt that certain individuals can gain access, and maintain a clear desk policy.
OH records are stored on a fireproof cabinet, with the keys being held by OH only.

There would be clean desk policies and nothing left out.

As this person is not part of OH and I doubt has signed a confidentiality agreement I was absolutely shocked.

I advised I did not agree to this and they should speak to HR director as she was aware of situation ( she was not around) and so I said the Facilities managers manager was aware discuss with him.
