INVITATION TO ATTEND THE UNHCR/EUROPEAN NETWORK ON STATELESSNESS CONFERENCE
Stateless but not Rightless: Improving the Protection of Stateless Persons in Europe

Dear colleagues,
We are pleased to invite you to attend the Conference on "Stateless but not Rightless: Improving the Protection of Stateless Persons in Europe" jointly organised by the European Network on Statelessness and the UNHCR Representation to the European Institutions in Strasbourg on 8 April.
As you can see from the attached provisional programme (available online here), the event will include a key note speech by the Council of Europe Commissioner for Human Rights, Mr. Nils Muiūnieks, as well as two main panels including representatives of relevant international organisations, NGOs, State authorities as well as a Judge of the European Court of Human Rights, academics and legal practitioners, who will discuss "Standards and practice on statelessness determination and protection" and "The protection of stateless persons through courts and quasi-judicial bodies".
The event also include the screening of excerpts from the Terminal and other film footage followed by panel discussion on how to raise public awareness about the plight of stateless persons, hopefully with the contribution of the photographer Greg Constantine.
The Conference is open notably to practicing lawyers, members of the CoE Secretariat, Parliamentarians, States and NGO representatives. However, please note that due to a limited number of places we strongly encourage you to confirm your attendance as early as possible. There is no registration fee but participants will need to arrange their own travel and accommodation if required. To register please email Carole Viennet ([log in to unmask]) and cc. For your information, the joint conference will be followed the next day (from 2:00 p.m. to 3:30 pm) by a joint hearing on statelessness co-organized by UNHCR and the Committee on Migration, Refugees and Displaced Persons and the Committee on Legal Affairs and Human Rights of the Parliamentary Assembly of the Council of Europe, in the context of the celebration of the 60th Anniversary of the 1954 Convention relating to the status of stateless persons.
