Without a doubt it's part of a balance, but you don't appear to have the beam or the pans, unless these are elsewhere. The discs would relieve the balance by raising the pans. Try Googling chemical balance and looking at the images that appear for an indication of what you're looking for.

Dear all,
I wonder if anyone can identify this mystery object? We found it in our large object store alongside a large collection of printing items (although there were many non-printing items there too). When the handle is turned the two wheels slowly raise up to a maximum of around 6cm but do not seem to rotate or do anything else.
