Mauricio (I visited caldas 11years ago. Luis Pessanha was my host then)
I have looked from afar - with envy - at people who have been able to have phd students in "their research area". I wonder how many people in the design space are able to supervise phd students - like science and tech PhDs - who work within the "funded projects" of their supervisors. I know some, not many though.
But I have successfully managed to supervise in "my area" which is sustainability (1) and "not first world" (2). The latter is a bald term for the 'other', development, poverty or as that said in the 70s 'need'. This I did by saying yes to some requests, that fit 1 or 2, and no to some that didn't fit.
Ideal? Not really.
Re (b) - no difference between masters and PhDs. I actually don't super vise masters anymore.
Hope that helps in some way.

Some graduate students have research topics that are close but the majority of them have no clear idea of what to do for their specific research projects. On the other hand, I am coming have with a dozen of research questions and each would need a research project to answer. But I know that, ideally, students independently formulate their research questions and research proposals.
