Ah sorry - I should have noticed that you downloaded the wrong file
with the wget comment. The default ("only software with guaranteed
freedoms") doesn't include FSL as it's not DSFG compliant.
You can edit the sources yourself manually but the easiest for you is
probably to just do the following:
Run the following:
wget -O- http://neuro.debian.net/lists/raring.au.full | sudo tee
/etc/apt/sources.list.d/neurodebian.sources.list
(notice the full rather than libre)
Then re-run apt-get update and then you should be able to run sudo
apt-get install fsl-complete
