Albeit very far from a straight and simple answer, Kevin Ashley's 1999
paper "Digital Archive Costs: Facts and Fallacies" sets out many factors
to TIC when scoping a digitisation project and may be instructive. A

The age of the paper notwithstanding, the considerations Kevin details,
and his assertion that staff will represent most of the total
project/service cost, followed by hardware/software, then storage costs,
still seem relevant in our experience.
