You can pose it the other way round - what is necessary?
Needed
A. Web page attribution with link to source (difficult for individuals - easy for organisations) or to original web page
B. Embedded data with attribution and details of/link to source
A. on it's own is better than nothing (and a good step forward for many) , but I would argue (of course I would) for B. to be a requirement too in the fullness of time.
