I'm currently reviewing New South Wales' draft Disability Inclusion Bill (2014), which is proposing a new definition of Disability. In my review I'm looking at Americans With Disability Act and also UK legislation. However, I'm having difficulties finding a succinct UK definition of "disability" or "Disabled person". I did find Schedule 1 of the Equality Act (2010) (http://www.legislation.gov.uk/ukpga/2010/15/schedule/1), a very complicated and lengthy document that makes no reference to environmentally disabling factors at all. It also seems to imply a degree of fluidity, where some authorities can agree or not that someone is disabled. I am wondering if there is anything more succinct.
Does anyone know of a good, succinct, definition of disability currently used in legislation that aligns with the UN Convention on the Rights of Persons With Disabilities?
I am aware of New Zealand's definition (good on you Kiwis!)
