My reaction when this was last asked of me [I refrain from commenting on
the legality of the request] was to send a B&W scan with a very visible
watermark across it describing the circumstances of the request. They
can't claim that such a submission invalidates the information
underneath the watermark.
But it's highly unlikely that such a submission could be successfully
used later as part of an identity theft attempt.
