There is a salary specified in the job description as £18,000 per annum pro rata, but you are right that the salary was not well advertised. So this looks like it isn't an illegal internship.
Although given the negative connotations that the name intern has acquired, it may not be the best way to promote a job opportunity.

Graduate Archive Internship: The Waddesdon Archive at Windmill Hill, Waddesdon Manor Full-time fixed term contract for a period of 6 months.
The Waddesdon Archive at Windmill Hill is looking to recruit an Archive Intern for a period of six months to catalogue the archives and business records of P&D Colnaghi & Co. which have recently been deposited with us.
The opportunity would suit a recent graduate wishing to gain experience before undertaking a post-graduate Archive course.
The Waddesdon Archive at Windmill Hill was established in 2011 to preserve the family business records of the Waddesdon Estate and Waddesdon Manor.
The archive collections include the records of the Waddesdon Estate, Waddesdon Manor under the National Trust and family papers. P& D Colnaghi & Co. are an art dealership established in 1760 and therefore one of the oldest in the world. They deal primarily in Old Master paintings and drawings from their base on Old Bond Street in London. The archive reflects this long and illustrious history as well as the business transactions that have made them successful throughout recent times.
Under the supervision and guidance of the permanent archive staff, the successful candidate will gain practical experience of a range of core archival skills and competencies including: appraisal, arrangement, listing, collections care and management, and an insight into the working of a business archive. You should be highly motivated and have an awareness of archive work. The post is predominantly based on the Waddesdon Estate in Buckinghamshire but the post-holder may be required to visit Colnaghi in London as required. Use of car would be a benefit. The post is full-time for six months but it may be possible to be flexible and offer a part-time post over a longer period, please discuss this with Catherine Taylor, Head Archivist on the number below.
