If you seek design journals with a measured impact factor, you must look at the design journals indexed in the Science Citations Index or the Social Science Citations Index. Impact factor is a specific measure applied to journals within these indices. Fewer than a dozen design journals are listed in these indices. Among leading design journals, these ten are indexed in SCI and SSCI, followed by impact factor in 2009 and the five-year impact factor.

While I infer from your query that you are being advised to determine journal quality and relevance by using the impact factor as a measure, the impact factor is not the only measure of excellence. Impact factor is restricted to journals within SCI and SSCI, and many excellent journals lie outside the indices. Nevertheless, many universities now encourage people to publish in journals that lie within the ISI data base, taking impact factor as a measure they can easily audit. Therefore, it may be something to consider. If you must consider impact factor, you should learn what it is and how to use it. Impact factor is an issue of importance to several key stakeholders in a project I am now launching, and this may be a necessity for you.
If you are working in neuromarketing and neuro-discplines applied to design products, you might look at journals in neuroscience and psychology as well as those journals in marketing, macro-marketing, or marketing science that welcome articles based on neuroscience. I’d like to see excellent material offered to our best journals, but many areas of design research overlap other fields. Neuroscience articles will sometimes gain greater traction in adjacent fields with a stronger relevant research tradition. When seeking appropriate journals, most university libraries have expert subject librarians who will help to locate and consider relevant journals. Librarians will also show you how to locate and compare relevant journals with respect to impact factor. Many journals will be accessible in your library through the digital resource collection. Studying journals and sampling content is necessary. Approaches or methods may make an article suitable to one journal and unsuitable to another. Other issues may determine the best venue. Some journals only accept hardcore neuroscience with empirical testing that measures response in the human brain. Others welcome insights from neuroscience with experiments involving consumer surveys or studio response. You need to know what suits a journal before submitting. To identify relevant journals, seek expert advice from a specialist librarian.
