I suppose if they were merely making contact they were following up on the complaint. If they've looked at records to do so that would need to be appropriate (someone from an appropriate department).
We had a situation a few years ago where following an investigation into a complaint the final response letter from our CEO caused a stir as the complainant said what right did we have to share the details of her complaint, the investigation and outcome with the CEO. She was happy for the complaints team to look at it but didn't give permission for this to be escalated outside of that team (we were acting in accordance with best practice guidance in doing so).
We therefore amended our 'initial response to a complaint' letter (NHS complaints procedure, sent out within 3 working days etc) to state specifically that this would happen.
