I'm not sure of that - you might get that more from the main developer list rather than the teachers one.
The accessibility improvements are documented in the Xerte Accessibility guidance - if you missed the last XerteFriday you can find the guidance linked to the colour changer button on the new install or alternatively find the accessibility guide for users here - http://vle.jisctechdis.ac.uk/xerte/play_427 - this has a link to a more detailed guide for tutors (including notes on different page types).

Whilst we're on the subject of Xerte 2.1, I wondered if there is a change list for 2.1? We're still trying to move over to Xerte 2.0 and are wondering if any of the small things that need addressing have been fixed in 2.1?
