At the Journal of Political Ecology, I am not yet satisfied with DOI (and you have to pay to get it and use a registering agency "If you wish to use the DOI system and assign DOI names, you must either work with an existing RA, or work with a specific community to form a new one."). We are published by a University Library, which is not going to lose the data.
Indexing in Google Scholar just happens, doesn't it? I have no idea how we ended up on there.
I agree that issue numbers are a waste of time - just use a volume and page numbers.

This looks like an interesting new journal and I applaud the initiative. I guess people in the field will trust the journal based on the names of editors and people in the editorial board. Before suggesting this journal to faculty members (I already had someone asking for advice), I would like to know:
1) Is it correct that there are no article processing charges (APC's) levied? If so, it is interesting to know who is carrying the cost. Is this institutionally financed?
