Laura is indeed correct - there is a 'walk in access' scheme in Wales with several universities participating. This allows anyone who is not a regular member of the university to walk into the university library, sit down at a computer (after registering) and access a range (not full list) of online journals and databases. Titles available are dependent upon the licences but a good range is available in general.
 
The Welsh project has created a toolkit which discusses the whole thing in great detail including the licenses and the technical solutions. This is available here:

Scottish universities  have also be doing this (and Wales borrowed some of their good work!)
