The technology would work well, the chaos that would ensue in say central

this is about a system apparently working in Sweden:- "Sweden has found a
faster way to treat people experiencing cardiac emergencies through a text
message and a few thousand volunteers."
Texts are sent to any volunteers within 500m of the reported caridac arrest.
Would it work here, and what degree of volunteer surveilance is needed to
identify the precise location of the volunteers at all times?
