I'd second Mia's point - also you'd presumably need (or want) people to log
in to comment? - in which case it's likely people would login, forget to
logout and thereby leave their account open to the next person..
I'd go Wordpress - totally customisable look and feel and functionality -
you could use Gravity Forms ($99) or a free form plugin, or the in-built
comment functionality which would give you moderation too. Or - if you
wanted to hook with existing social systems then have a look at using
Wordpress with LiveFyre (http://web.livefyre.com/) which gives you best of
both worlds - existing WP comments so you get to keep them on your own
installation + the functionality of LiveFyre's system too.
