The practical data is available via separate download files - it's very large and most people don't need it so the installer doesn't download it.
You can get these files from the Data files section of the course web page:
http://fsl.fmrib.ox.ac.uk/fslcourse/
Follow the instructions there to unpack the data into your home folder.
