Aren't you going about this in the wrong way?
A museum visitor with a smart phone is already well equipped with apps to take pictures and share them via social networking sites.
Why would they want another app?
What you really want is to give them an incentive for posting details of your exhibits on social sharing sites I imagine.
So why not have a 'tweetpic of the day' competition, or a 'pinterest pin pick of the week' etc.
Put the money you don't have for an app into some sort of incentive prize and all you have to do is monitor the social networks for museum mentions.
Or have I totally misunderstood what you're hoping for?
